Yeah. This doesn't make sense. U13 Vegeta just learn SSJ3 while U18 Vegeta has had a lot more training with it. This fight should have looked similar to when future Trunks spared with Goku with the Z sword.

The technique doesn't turn them into glass. That was another technique I'K'L was using. When XXI used the same move on Goku and punched him, he didn't shattered into pieces. And yes, they are similar moves. Stopping time is stopping time, no matter the amount of time that is stopped, range or what's affected. The point is, it's a technique, not magic.

Goku was always stronger than Vegeta after their first fight, no one is arguing that. He just never beat Vegeta in a fight. "Could have" doesn't count if it never happens.
