I think this is very plausible. As shown before, XXI didn't fight, at all. He had to resort to a lot of tricks, like using the remote for the 18, sending Vegito to another realm, using the Majin spell on Buu. So XXI was probably going to take Gast and use him against Goku, since Goku has no clear weakness, so an overall stronger fighter would've done the trick. Maybe we'll see XXI try to eat someone else idk

what if they have the dragon balls make vessels, like empty shells of bodies, and then take the consciousness of the people he absorbed out of him and into the shells?
the real bodies would still stay inside him, the people can reunite with their friends, stuff like that
tho if it doesn't work like that, and if the power, thinking, personality, and other attributes are directly linked to the consciousness, I guess it wouldn't work.
