Sjj works by increasing the chi-output. It bulks up the muscles and revitalises the body while putting a strain on it.
Sjj2 is essentially the same but literally on another level. It does to the sjj1 state what the sjj1 state does to the base form.
Page 2166 said some nonsense about sjj forms shortening the life expectancy which has nothing to do with anything stated in dragon ball except for arguably ssj3.
But when training against Cell Goku and Gohan managed to remove the strain from the sjj1 transformation. That's why they stayed sjj the whole time. It essentially became their "new base form".
