They could then fulfill any wish, while having the approval of the great elders who each kept one of the orbs.

The Saichoro was the holder of Yi Shinchu, the one-star ball.

The gods had been made aware of the existence of these magic orbs and they knew that the namekians were a wise people, who wouldn’t misuse the Dragon Balls for evil purposes.
