Zen Buu is leagues above the gods. Most of the kais were about... ssj2 level and had a hard time just fighting kid buu where goku was near equal with kid buu...
A new tournament could be good but might continue some of the old problems that happen in the tournament and might start some new problems on the way..
but south kai does overeact... a lot.. I mean.. who gave the muscle head kai full control of the tournament and can cancel it when he wants?

It does make sense... well... somewhat makes sense...
Zen Buu is a being with a bunch of personalities which he has somewhat control.
Let the grand supreme kai finish what he has to say before judging him on what he did.
XXI is op so maybe they were planning some idea on how to beat him.. He seems to know how to beat every opponent without having to touch them.
